With the increased production of oil in the Permian and Eagle Ford shale plays, Phillips 66 began building an 850-mile pipeline ultimately connecting these shale plays to the Gulf Coast. As part of this undertaking, Kelley Construction was awarded the site development contract for the Three Rivers, Texas Terminal as part of the Gray Oak Pipeline. Kelley Construction’s scope included all site clearing and grubbing, excavation, access roads, soil removal, and 4 tank pads at this grassroot 480,000 BBL terminal. This particular job included site development for a 25-acre site, 90,000 cubic yards of cut & fill, access roads, soil removal and (4) ring-wall foundations.
